The CEEC program is jointly hosted by The Way In Network and the Ethno-cultural Council of Calgary, with funding from Immigration, Refugees and Citizenship Canada. This collaborative initiative utilized a Community Development approach to engage older adults from newcomer communities in building capacity and connections within communities, among the communities, and between communities and mainstream service providers.
In 2016, KRD Consulting Group was contracted to build on CEEC’s existing evaluation framework and conduct an impact evaluation. We worked together as a participatory team, consisting of program staff, the Elder Brokers, and two evaluation coaches from KRD. We added a Reflective Practice module and conducted an iteration of Participatory Outcome Harvesting to add an open learning stream and surface program impacts since CEEC’s previous evaluation in 2014. The findings from the evaluations were used to draft a new Theory of Change, with the intention of creating a visual and informative model which can be replicated in other contexts.
